Is your mom on a ventilator at home? If she is then call and let the power company know that. I don't think they would want to be liable if something happened to your mom, that makes for a good lawsuit. And, by the way, call an attorney in your area and talk with him about this matter. The phone conversation or first visit is free for most attorneys.
Contact the American Red Cross and Salvation Army, let them know of the situation, maybe they will help.
Also, contact 'adult protective services' of the local Department of Social Services/Department of Human Resources for assistance.
